to cut tax rates and pay for it by closing loopholes. two. he wants to increase defense spending by about $2 trillion over ten years. and three, he says he'll balance the budget at the end of his second term. let's start with the tax cuts. >> i want to bring down rates. want to bring the rates down, at the same time, lower deductions and credits so we keep getting the revenue we need. >> romney's across the board tax cut of 20% is $5 trillion worth. now, romney plans to close loophole to pay for it. we just don't know which wups, so we had to take some liberties on the map here. the joint committee on taxation did one test study and i have it right here. keep in mind, this was done based on current law, which assumes the bush tax cuts expire at the end of the year. they concluded that revenue neutral tax reform would permit a 4% decrease in all ordinary income tax rates. now, that's not close to 20%. now, let's get to the second thing. adding more than $2 trillion to defense spending. according to analysis conducted money, romney will add $2.1 trillion in defense spending over a decade. n

an excellent meeting with the team here, the various agencies in charge, including the department of defense, the department of energy, and others that will need to respond very quickly. we have had a chance to talk to regional officials as well. i just had a phone call with the governors of the potentially impacted states and cities in the region. at this stage everyone is confident that the staging process, the positioning of resources, commodities, and equipment that will be needed to respond to the storm are in place. as craig has emphasized, this has not made landfall yet. we do not yet know where it will hit, where we're going to see the biggest impacts. that is exactly why it is so important for us to respond big and fast as local information starts coming in. i want to thank all of the members of the team for the outstanding work they're doing, but the other thing that makes this storm unique is that we anticipate it will be slow moving. meaning it may take a long time not only to clear, but to get, for example, power companies back in to clear out the trees and put things back in pl

the federal government has a law in place called the defensive marriage act which basically means that same sex marriage cls ducted in the six states and the district of columbia that have marriage, for example, let's say that a couple gets married in massachusetts and god forbid one of those partner dies. the federal government has a law in place that does not recognize that legal marriage. so for the purposes of things like social security survivor benefits or internment in federal cemeteries or a whole number of laws having to do with tament tax treatment and things like that. that couple in the eyes of the federal government is not recognized as having been legally married. as you can appreciate in the case of death or some kind of family turmoil, that often has led to the emotional and financial devastation to that family. so for federal law purposes at least, the word marriage and the institution of marriage is incredibly important. but really it goes much deeper than that. it's really wanting to be treated as equal citizens under the law. host: our next call comes from illinois. sue,
